Dr. John Liao brings over 29 years of experience in digital talent development and leading large-scale government, industry, and academic initiatives. As the former Chief Digital Learning Officer at the ITRI College, he has dedicated his career to AI talent cultivation and digital transformation across the public and private sectors — training over 120,000 professionals from more than 400 organizations, with cumulative teaching hours exceeding 20,000.

His expertise spans systems thinking methodologies, enterprise AI transformation strategy, and the development of AI simulation coaching systems. He champions the concept of TalenTech (Talent Technology) — a vision for redefining how organizations develop talent in the AI era.
